The Project
The client engaged a QPM PM to serve as Field inspector/Project Manager managing projects in District 10 in Western Pennsylvania. Projects included bridge reconstructions, installation of intersection signals, paving and drainage projects. The PM managed project schedules, quality of work, and recorded and tracked daily work logs to include project progress and work issues and solutions. These daily logs were also utilized for payment verifications. QPM performed inspections to insure work was being completed per PennDOT plans and specs.
Bridge reconstructions required establishing a detour, demolishing the existing bridge structure while salvaging the main structural support members, establishing the safety program, and building the new structure.
Paving and drainage projects included the installation of new drainage and milling and paving of multiple roads throughout a specific county. Work included installing pavement base drains or under-drains, widening the roads, milling the existing surface, and paving.
The QPM Solution
The volume of work required significant coordination, and the PM held pre-construction meetings as well as weekly or daily meetings with contractors, monitored the work schedule, inspected the quality of work, and managed safety.
The bridge reconstructions presented numerous challenges. Often the existing piers and concrete box beams were being salvaged, and the demolition process would have to be carefully overseen in order to avoid damaging these salvaged parts. The PM was required to go through harness and high workplace training to learn the appropriate OSHA standards. Often issues would arise after demolition had begun, such as rusted steel, and the PM was responsible for identifying cost-effective solutions to these issues.
The paving and drainage projects were typically short-duration projects that required fast completion due to weather restrictions.
The Results
The projects were universally completed on time and within budget, despite the many challenges that arose. The PM was able to pinpoint additional opportunities for cost-saving salvage opportunities throughout the initiative.
