MORE THAN 60 PERCENT OF INDEPENDENT GASOLINE DISPENSING FACILITIES NEED ENHANCED VAPOR RECOVERY PHASE II UPGRADE

All gasoline dispensing facilities face a state mandated upgrade by April 2009.

State of California Requires Upgrade Completion by April 2009

PHOENIX – (November 19, 2008) – A state mandated upgrade requires all gasoline dispensing facilities (GDFs) to comply with the enhanced vapor recovery (EVR) Phase II upgrade to reduce air pollution. With more than 12,000 GDF sites in California to be retrofitted by April 2009, Quality Project Management, (QPM), a premier permitting and project management firm experienced with the EVR Phase II system, cautions all GDFs to begin the submission process to avoid violations and higher costs as the deadline approaches.

“The deadline for all California GDFs to comply is fast-approaching and the reality is many operators, up to 60 percent, haven’t even considered the steps they need to take to keep their business running,” said Gus Guerrero, principal and manager member, QPM.  “Despite all of the stations we’ve retrofitted, we know there are thousands of others that will wait until the last minute, and we’re encouraging them to start the upgrade now, contact us and get it done.”

To decrease air pollution caused by gasoline vapors emitted during bulk fuel delivery of Phase I and fuel storage and vehicle refueling of Phase II, California is requiring all GDFs with underground storage tanks (USTs) throughout the state to install and test new EVR Phase II equipment by the April deadline. The minimum regulatory EVR requirements include a 95 percent collection efficiency of vehicle transfer emissions, while simultaneously controlling the vapor emissions of underground storage tanks.  EVR, which refers to a new generation of vapor recovery systems, reduces gasoline vapor emissions during both phases.

QPM is in the process of completing the permitting and management of EVR Phase II equipment installations for all 7-Eleven locations in California.   Each location received permit research reports and drawings outlining site planning and scope of work, accompanied by the installation of the new EVR-certified equipment, followed by testing.

To meet the 2009 deadline for the Enhanced Vapor Recovery program, QPM recommends the following:

  • Fill out and submit compliance district form for Phase II EVR upgrade
  • Obtain Air District and other necessary permits
  • Research and hire a contractor who is trained and certified by the equipment manufacturer
  • Purchase the appropriate state-certified EVR Phase II equipment
  • Have a certified contractor install and test the equipment by March 31, 2009.
